The selected firm will serve as the City’s Technical Advisor and may be asked to provide the following services: a. Feasibility & Planning • Review existing studies and perform supplemental hydrogeologic or engineering analysis. • Assess brackish groundwater supply, treatment alternatives, and concentrate disposal options. • Advise on applicable Texas Commission on Environmental Quality (TCEQ) and Texas Water Development Board (TWDB) requirements. b. P3 Procurement Support • Assist in developing solicitation documents (RFQ, RFP, WPA term sheets). • Establish evaluation criteria and participate in proposal evaluations. • Provide independent technical review of private partner proposals. c. Contract Negotiation & Risk Analysis • Advise the City on technical components of the Water Purchase Agreement (WPA), including performance guarantees, termination provisions, and default procedures. • Support City staff and legal counsel in negotiating fair and enforceable terms. d. Design & Construction Oversight • Serve as the City’s technical representative during private partner’s design and construction. • Provide peer review of design submittals, schedules, and testing/commissioning plans. e. Operations & Monitoring Support • Evaluate compliance with water quality, capacity, and reliability standards. • Monitor performance under the WPA and provide recommendations to the City on enforcement or adjustments.
