Review the City’s Community Investment Plan (CIP); Strategic Plan; Parks, Recreation, and Greenspace Master Plan; Downtown Plan; Pavement Analysis Report and Master Drainage Plan. 2.2 Analyze potential projects for a future bond election as identified by the City Council and a Citizen Bond Advisory Committee. The Firm may assist with project cost estimation in conjunction with city staff or city consultant engineering firm. Assist with development of timelines and phasing for project construction. 2.3 The successful Firm will have the necessary experience and background to comprehend and espouse a thorough understanding of the project lists and costs associated to explain to the City Council, Bond Advisory Steering Committee, City Staff and the public: 2.3.1 the technical information from the list of projects within such plans; 2.3.2 the tax implications for the community from the selection of projects; and 2.3.3 the funding recommendations on which projects will be better suited for a Certificate of Obligation issue versus a General Obligation Bond for City Council. 2.4 Facilitation 2.4.1 Facilitate discussions with a Citizen Bond Advisory Committee to work through a list of potential projects for recommendation to the City Council. 2.4.2 Engage in public dialogues related to the potential projects and solicit feedback from the community.
