COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
The solicitation number is W912CL-25-Q-0013 and is issued as a Request for Quotation (RFQ), using Simplified Acquisition Procedures in Far Part 13.
Description of Requirement
The Government requires the purchase and delivery of body armor and various law enforcement equipment meeting or exceeding the National Institute of Justice (NIJ) standards specified in the Product Description. See the attached Product Description/Specifications for full details, including NIJ compliance requirements, sizes, colors, and quantities.

Early delivery is acceptable and preferred.
Evaluation Criteria
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, considering price and other factors. The following factors will be used to evaluate quotes:
- Delivery Schedule – The Government will evaluate the quoter’s ability to meet or exceed the required delivery date. Quotes offering earlier delivery will be considered more favorably.
- Technical Acceptability – The quoted products must meet the requirements stated in the Product Description, including compliance with applicable specifications and standards.
- Warranty – The Government will evaluate the length and scope of warranty coverage, including terms for repairs, replacements, and support.
- Price – Price will be evaluated for fairness and reasonableness.
Non-price factors (Delivery Schedule, Technical Acceptability, and Warranty), when combined, are significantly more important than Price.
(b) The Government will use comparative evaluation of offers in accordance with FAR 13.106-2(b)(3). Quotes will be compared to determine which is most advantageous to the Government, considering the stated evaluation factors. The Government may make award to other than the lowest-priced quote if a higher-priced quote provides a benefit to the Government in terms of faster delivery or better warranty coverage.

Please see 52.212-1 Addendum attached to this posting. Please pay particular attention to paragraphs 4.1, 4.2, and 4.3 in the Instructions to Offerors. Failure to furnish the required information in these paragraphs may result in a quote being excluded from consideration.
