A. Respondents are advised that the following services will be needed by some, but not all of Tarrant County’s accounts: B. Services required center on two (2) primary functions:1.General checking accounts and related information access.2.Cash management services, including securities safekeeping. C. Because of the County’s current understanding of Governmental Board authoritative promulgation, the County does not anticipate purchasing investment securities from any entity with ownership within the financial institution’s overall corporate structure. D.The bank must have a secure online banking system with full capabilities, including the ability to add dollar limits for each user. Not the least of which would be a fullyfunctional and secure access system.E.The bank must allow electronic access to account balances and transactioninformation daily from a personal computer(s) on a secure website.F.The bank must provide, at a minimum, the ability to assign dual approvals for therelease of funds via (Automated Clearing House) ACH or wire and other criticaltasks such as assigning user entitlements for online banking.G.The bank must provide multi-factor authentication through the use of unique tokens(or other identity verification means) for each user and verification of terminals accessing the system. H.The bank must allow online user access to each bank account that is controlled by the County department and/or County Auditor. The Auditor (or department) must be able to obtain a list of user entitlements, bank products, and functions assigned to users for each account in the depository. I.The bank must allow designated security administrators to: add/remove users, add/remove entitlements, reset passwords, and deactivate/reactivate users in thebanking online software
