Texas Education Code (TEC) Chapter 12 authorizes the establishment of charter schools to improve student learning, expand choice within the public-school system, create professional opportunities for teachers, promote innovative instructional methods, and strengthen accountability in public education. Pursuant to TEC Chapter 39, Subchapter C, the Board may consider applications for Campus charters (“Subchapter C charters”) from eligible applicants who follow the District’s application process and demonstrate compliance with statutory and District requirements. Regardless of the authorization path, all applicants must adhere to the Charter Application and Review Process outlined in 26RFP016 to ensure consistency, transparency, and alignment with state law and District policy. The District reserves the right to issue multiple awards where it is in the best interest of the District and its students.
