Specifications include, but are not limited to: This RFP is written for services at the Alternate Learning Center/ALC only. The ALC has determined that they desire a provider who can offer supports focused around substance abuse in students. Over 70% of the students served by the ALC need mental health services tied to issues with substance abuse. Parameters identified by staff required for mental health supports from potential vendors: Substance abuse intervention specialty delivered by a licensed mental health provider; Experience working with adolescents and young adults; Bilingual Spanish & English interventionist/staff member; Experience closely partnering with parents in student intervention process; Culturally responsive interventionist/staff member whose culture, race and lived experiences mirror the majority of Austin ISD student population; Service provider must collaboratively develop student centered process of intervention aligned to ALC programming needs; Service provider must collaboratively develop a student centered transition process to and from Crockett High School & Covington Middle School to meet the needs of the student and family; Service provider must establish a clear process and protocol to support the needs of students who transition from ALC to the home campus, (i.e., Connect with community organization, school mental health center, family resource center, parent support, etc.); Service provider must adapt, shift and change to ensure services respond to the mobility of the ALC student population; Payment schedule and Service Agreement parameters for services with the ALC will be established when the services are initiated; Service provider must protect the privacy of students, their families and Austin ISD staff by utilizing the Austin ISD School Mental Health Center (SMHC) referral and consent forms and processes that comply with the Family Educational Rights and Privacy Act (FERPA) protecting students’ educational records, protecting confidentiality and security of healthcare information; and Collaborate with the Austin ISD Grant Specialist – Cultural Proficiency regarding implementation of substance abuse mental health supports at the ALC and transition supports to and from Crockett High & Covington Middle Schools.
