2.0 PURPOSE Contractor shall perform arc flash studies for all facilities and systems, develop hazard mitigations and work practices resulting from study findings and provide train the trainer sessions. 3.0 TERM OF CONTRACT This Contract shall remain in effect for an initial term of 12-Months, or the City terminates the Contract. This Contract may be extended beyond the initial term for up to four additional 12-Month periods at the City’s sole option. 4.0 CONTRACTOR REQUIREMENTS 4.1 Contractor Scope 4.1.1 The Contractor shall work with Austin Energy to complete system-wide arc flash studies and develop hazard mitigation tactics based on the completed studies and the application of appropriate regulatory and consensus standards. 4.1.2 The Contractor shall provide a short-circuit study, equipment evaluation, coordination review, arc flash incident energy analysis, and hazard mitigation recommendations for the Austin Energy system. The Austin Energy system encompasses Power Generation, Transmission, Distribution, Substation, and Facilities. 4.1.3 Arc flash hazard labels will be provided and installed by the Contractor as applicable. 4.1.4 Austin Energy will provide system one-lines, drawings and other information specific to the study requirement to the fullest extent possible and shall identify a point of contact for each work group as an escort for the field visits as needed. 4.2 Description of Work The project shall consist of two phases: Phase I: Arc Flash Hazard Study which includes all data gathering, short circuit study, coordination studies, incident energy calculations, and recommended engineering controls to optimize protective device settings. After completion of work and acceptance of the deliverables for Phase I, at the sole option of Austin Energy, the Contractor shall commence work on Phase II. Phase II: Arc Flash Study results Implementation which will be based on the results from Phase I and will include additional mitigation strategies, including administrative controls, reviewing & revising work practices, PPE recommendations, and training.
