Specifications include, but are not limited to: The South Texas Development Council (hereinafter known as STDC) is a regional planning commission authorized under Chapter 391 Texas Local Government Code. The annual operating budget is $12 million and pass-through funds total $5 million. About $3 million received annually is from the US Department of Health and Human Services for the administration of programs authorized by the Older Americans Act and from the Texas Health and Human Services Commission. About $5.2 million is received from the U.S. Department of Human Services, the Department of Housing and Urban Development, and the Texas Department of State Health Services to provide HIV Clincial and Client Support Services. About $1.5 million is received from the U.S. Department of Health and Texas Department of Housing and Community Affairs for the Community Action Program to provide client services to low income households. Other funds support Transportation Planning, Public Safety Programs, Community Development, the Economic Development District, and other support programs operated by STDC.
