Specifications include, but are not limited to: The City of Austin Electric Utility, dba Austin Energy (AE), seeks turnkey responses to this Request for Proposal (RFP) from consulting firms qualified and experienced in the methods, processes and expectations employed by North American Electric Reliability Corporation (NERC) Regional Entities to audit the compliance of NERC Registered Entities with NERC Reliability Standards. AE seeks a consultant to assess its documentation and evidence demonstrating compliance with NERC Reliability Standards in three major areas: Critical Infrastructure Protection (CIP), Transmission and Distribution, and Generation. The consultant should be prepared to assess AEs documentation and other evidence and perform on-site mock audits including the documentation, evidence and responses provided to demonstrate compliance with NERC Reliability Standards applicable to the following NERC functions: Transmission Owner (TO), Transmission Operator (TOP), Distribution Provider (DP), Transmission Planner (TP), Load-Serving Entity (LSE), Generation Owner (GO) and Generation Operator (GOP). The consultant should review the appropriateness of AEs goals, objectives, policies, processes and procedures and, where applicable, provide suggested improvements. The consultant should also benchmark AEs compliance activities with those of industry best practices where possible and appropriate.
