2.1.1 Description Strong Hearts Digital (now called StrongPeople® Digital) is an existing custom mobile application developed in React Native for iOS and Android, available for download in the Apple App Store and Google Play Store. The app is used to deliver evidence-based educational content for any of four StrongPeople® programs, which address chronic disease risk, strength training, obesity prevention, and cardiovascular disease risk factors. The app will be used for two grant-funded research studies beginning in Summer 2026. Users of the mobile app will be enrolled research participants, primarily women who have one or more risk factors for cardiovascular disease. The Strong Hearts Digital app is designed to deliver the structured program content, allow for group social interaction, incorporate digital tools for setting goals and self-monitoring, create a resource library, livestreamed classes, and integrate with wi-fi enabled health tracking devices. The app development process took into consideration participant privacy and safety, collecting usage and engagement data for research purposes, user acceptability, compliance and accessibility requirements. The companion staff web portal allows staff to manage the administrative aspects of the programs, including managing users, uploading resources, scheduling posts, controlling livestream sessions, and viewing usage and engagement data. Through testing and pilot studies, we have identified functionality, usability and reliability issues which will need to be assessed and addressed within the current application. The cause and extent of these issues is not known but would be investigated by the Respondent as part of Phase 1 of this project. The next phase would be to improve and enhance the app for use by the two funded research studies and for any future StrongPeople® programs that might be offered digitally. 2.1.2 Scope of Services 2.1.2.1 Phase 1: Assessment of Existing Mobile Application Respondent shall: Review current app architecture, code quality, and security posture. Evaluate compliance with accessibility standards (WCAG 2.1, Section 508). Assess user experience (UX), performance, and scalability. Review app Owner’s future enhancements expectations. Provide a written report with findings and prioritized recommendations. Provide an estimate of effort required to fix functionality issues and add or improve desired features. Work with the Owner to develop an agreed upon timeline and scope of work for Phase 2. 2.1.2.2 Phase 2: Correction/Enhancement (Optional) Based on completed Phase 1 recommendations, the Owner may choose to pursue Phase 2. Phase 2 pricing will be negotiated only with firms that responded to this RFQ, beginning with the highest-ranked Phase 1 firm. If an agreement cannot be reached, negotiations will proceed in order of ranking until an agreement is finalized or all options are exhausted. As defined in the scope of work from Phase 1, the Respondent will execute all tasks following the agreed upon timeline. Potential tasks include UX improvements, modernization, feature enhancements, integration with existing systems, and recommendations for long-term hosting and management.
