Specifications include, but are not limited to: 7.1.1 Video Master Files a) Video master files will be provided to awarded Contractor on Digibeta, BetaSP tape, DVD-R, CD-R, USB drive, Blu-Ray disc, hard drives or other media, or uploaded to awarded Contractor’s FTP site. b) Contractor shall keep all master or copy-masters of tapes, DVDs and other media in a secure, dry, climate-controlled room. c) WIC reserves the right to re-edit masters in current or future years when necessary and replicate as title revisions or new programs. d) If required, awarded Contractor will work with WIC to arrange for the pick-up and catalog of WIC masters and copy-masters. 7.1.2 Pre-Mastering and DVD Authoring a) Awarded Contractor must be a fully licensed DVD replication facility and provide proof of license with submission response. b) To ensure quality control, all duplication, replication, authoring and mastering work must be performed within awarded Contractor’s own fully licensed facility. c) Awarded Contractor must have capability to use hardware-based encoding using SD2000, as well as software-based encoding solutions. d) Audio quality should be AC-3 format 192 kilobit per second (kbps). e) Masters should be encoded as constant bitrate (CBR) and MPEG-2. WIC reserves the right to refuse alternate encoding. f) WIC must be able to have direct interaction with awarded Contractor’s dedicated editor or technician performing authoring and mastering services. g) Awarded Contractor shall place chapter stops as per WIC specifications and work with WIC graphic artists on creation of still and motion menus. h) Awarded Contractor shall create DVD check disc with WIC supplied closed caption files for both English and Spanish languages. Contractor’s server or FTP site may be used for disc check process if approved by WIC. i) WIC reserves the right to make changes until the final check disc is approved by WIC. i. Check disc approval: i. Contractor shall receive notification in writing by WIC’s representative or designee once disc is accepted and approved to proceed with the job. ii. Check disc required changes: i. Contractor shall be notified in writing of all required changes. Contractor shall provide another disc check within five (5) business days after receipt of requested changes. This step shall be repeated until check disc is accepted and approved by WIC representative or designee. iii. After check disc is approved, all alterations due to changes made by WIC will be at WIC’s expense. iv. All alterations due to awarded Contractor error will be at Contractor’s expense. j) Awarded Contractor will create DVD-ROM with DDP 2.0 files for replication with ability to add Cascading Style Sheets (CSS) and/or Macrovision analog copy protection (ACP) encryption. k) Authoring will include transfer of closed caption files submitted by WIC or third-party captioning service. 7.1.3 Disc Labels and Packaging a) WIC graphic designers will provide artwork for the disc face, TV screen menus, cases and packaging chosen for each job. b) Artwork files will be created and delivered in current Adobe Creative Suite. Artwork will be uploaded to awarded Contractor’s FTP site for each job. Contractor will acknowledge receipt of artwork by the next business day following the upload. Contractor’s in-house graphic artist or authorized representative will review submitted art and work with WIC designer until art is satisfactory for use for each job. c) Awarded Contractor must provide digital match print proofs on specified job paper for each product order when special jacket or label is requested. WIC will have final approval of finished artwork prior to printing of all products.
