Specifications include, but are not limited to: 10.1. This specification is an invitation for Bid (IFB) to provide uniformed armed security guards to be provided at HHSC facilities in Region 01. Awarded contractor shall furnish all labor, tools, transportation, equipment, materials, and supplies as necessary. Also prefer guards to be local to avoid travel cost and to respond to emergencies in a timely manner as specified by the Agency. 10.2. Security Guards must be licensed to carry a firearm according to state regulations. Have at least 3- 5 year of documented experience in the security industry. Documentation of experience must be supplied for each Security Guard assigned to this post. Any new personnel must also supply satisfactory documentation of experience prior to their initial assignment to this post. 10.3. The Security Guard should be fluent in English and able to communicate clearly both verbally and in writing. 10.4. No Security Guard shall be paid for Over-Time duty or for days that the offices are closed for official State Holidays. It will be the responsibility of the Awarded Contractor to ensure each officer is relieved and rotated appropriately to negate Overtime. 10.5. Security Guards will report on time, in uniform at all times while on duty, oriented to security duties, properly instructed, supervised and with completed background checks. Uniform must be clean and neatly pressed. 10.6. The Security Guard shall report to the appointed Health and Human Services Commission authorized representative for each site assigned. Names and phone numbers will be provided by the contract manager. 10.7. The Security Guard will limit telephone calls to emergency and official business use only. If using a state agency phone, collect and long-distance calls are not permitted. Misuse of state agency phones could lead to termination of the contract. Use of state agency computers, copiers or any other state-owned equipment is not permitted. Guards will not occupy a private office with agency facilities or engage in lengthy personal conversations or other activities other than that of providing continuous security services as specified herein. 10.8. Security guard shall be given a 30-minute lunch to be taken at different times each day between the hours of 11:30am - 1:30pm. 10.9. Security guard, after informing appropriate staff, may take a fifteen (15) minute break during the first half of their shift and a fifteen (15) minute break during the last half of their shift. Guard will take breaks while on the premises, after notifying the authorized representative at location. 10.10. The Security Guard shall make rounds of the premises randomly and as requested by the Health and Human Services Commission authorized representative. When not conducting rounds of the premises, the Security Guard will remain at the designated security station located within or near the office lobby area. The Security Guard will notify the Health and Human Services Commission authorized representative should it become necessary to leave the security station for reasons other than conducting rounds or responding to a security emergency
