3.1.1 Facility Utilization Study and Analysis Services 3.1.1.1 Conduct a facility functional evaluation of existing TDEM facility assets 3.1.1.2 Document current operational use, storage capacities, specialized functions, and environmental limitations. 3.1.1.3 Preparation of studies, reports, schematic plans, preliminary construction cost estimates, measurements, photographic documentation, and project analysis for facilities throughout the TDEM network. 3.1.1.4 Recommend options for additions, remodeling, replacement, or new construction including project cost analysis 3.1.2 Programming and Space Planning Services 3.1.2.1 Engage with key TDEM staff and stakeholders to assess operational workflows and logistical requirements. 3.1.2.2 Anticipate future space needs based on potential mission expansion, statewide growth, and evolving emergency management strategies. 3.1.2.3 Develop space programs by function (e.g., medical storage, cold storage, loading docks, secure inventory, office spaces, staging zones, etc.). 3.1.2.4 Evaluate options for multi-agency use and co-location with other critical infrastructure. 3.1.2.5 Recommend a phased implementation plan aligned with available funding. 3.1.3 Site Planning and Design Services 3.1.3.1 Evaluate State-owned vs non-State-owned locations. 3.1.3.2 Conduct test-fit analysis of potential sites. 3.1.3.3 Recommend improvements to physical security, controlled access, and operational resiliency. 3.1.3.4 Consider hardened structures, backup power, and resistance to regional hazards (e.g., hurricanes, floods, etc.) 3.1.3.5 Analyze vehicular access and circulation for logistics, suitability, and integration with transportation networks 3.1.3.6 Analyze utility infrastructure availability. 3.1.4 Sustainability and Construction Administration Services 3.1.4.1 Identify opportunities for improved energy performance, water efficiency, and use of sustainable materials. 3.1.4.2 Recommend strategies for compliance with applicable state or federal green building standards. 3.1.4.3 Consider conceptual stormwater management options. 3.1.5 Project Management and Consulting Services 3.1.5.1 General consulting services for assisting TDEM with project management and program management services. 3.1.5.2 Develop planning and design guidelines, including standards for expansion, renovation, and new construction. 3.1.5.3 Provide scalable concepts to support consistency across multiple facility types and locations. 3.1.5.4 Address building systems, materials, finish levels, and potential for modular adaptability. 3.1.6 Coordination and Stakeholder Management Services 3.1.6.1 Facilitate planning workshops and stakeholder meetings with TDEM leadership, field operations, and logistics staff. 3.1.6.2 Architectural, structural, mechanical, electrical, plumbing, civil and other subconsultants as may be necessary to the A/E in fulfillment of its assignment.
