Specifications include, but are not limited to: Tarrant County is requesting bids for the Annual Contract for the purchase of various types of fuel on an as needed basis including the following: Reformulated Gasoline (RFG) E85 Gasoline Diesel Ultra Low Sulfur (TxLED) Biodiesel Blend B10 and B20 FUEL PRODUCTS A. All fuels delivered under this agreement must be of high quality and must not contain any foreign substances or water, which may damage any Tarrant County or participating entities vehicles or cause contamination of fuel storage tanks. B. The awarded vendor(s) must provide fuels that comply with the most current state and federal legislation requirements through the entire agreement term. C. The awarded vendor(s) will be responsible for adhering to all current and any new legislation, rules, laws and/or other requirements pertaining to in-ground fuel deliveries. D. Reformulated Gasoline: 1. RFG must contain additive package and corrosion inhibitors, but not limited to; if proven by the federal government and/or TCEQ as no longer an approved additive or corrosion inhibitor. 2. If product package and/or corrosion inhibitor are changed or altered, the new formulation must meet and/or exceed the federal government and/or TCEQ standards. 3. All products must meet ASTM D5798-17 Standards and Specifications regarding sampling and testing requirements. E. Diesel: 1. TxLED fuel must contain approved TCEQ Additives. 2. TxLED fuel must not contain more than 5% biodiesel additive as stated by TCEQ. F. Biodiesel: 1. All Biodiesel fuel must meet ASTM D6751 prior to blending. 2. Awarded vendor(s) must confirm that producer of the Biodiesel is complying with TCEQ standards regarding sampling and testing requirements. 3. All Biodiesel furnished by the awarded vendor(s) must meet ASTM D6751 standards and be same grade reformulated (TxLED) Low Emission Diesel offered through the company’s regular retail outlet. 4. All Biodiesel fuel must be Soy based. 5. Vegetable and Animal based Biodiesel will not be accepted. G. Testing: 1. Deliveries of fuel under this contract are subject to testing, to insure compliance with specifications. 2. All tests will be made as per method by the ASTM, unless otherwise specified. 3. When the test analysis shows fuel meeting specification, Tarrant County or requesting entity will pay for said test. 4. When test analysis shows fuel does not meet specification, contractor will pay for said test. 5. In addition, contractor agrees to be liable for all charges necessary to satisfactorily bring contaminated tanks within limits, pump out fuel and replace as necessary.
