Specifications include, but are not limited to: soliciting proposals from interested, highly qualified, and experienced firms to facilitate development of the Agency’s operational plan, with a special focus on top strategic priorities. Specifically, the Agency is seeking assistance in building agency capacity and supporting the execution of the agency operational plan, including: Provide support for development of complex statewide strategic plans, including both leverage of existing assets and development of new programs or initiatives as needed, likely to include: o School turnaround models. o Maximizing early grade efficacy. The primary goal of the TEA’s operational plan is to focus on how the agency, in alignment with the Education Service Center’s (ESCs) can strengthen support for school systems to raise student outcomes across the state. This RFP will assist the agency with two initiatives; School Turnaround and improving early grade math and literacy outcomes.
