Specifications include, but are not limited to: a) Current need is for analysis of Texas HIV Medication Program (THMP) data on a monthly basis to provide actuarially sound projections of the usage, distribution, and cost of HIV Medications, insurance copayments and insurance premiums for the Texas Insurance Assistance Program (TIAP), State Pharmacy Assistance Program (SPAP) and AIDS Drug Assistance Program (ADAP). b) Provide THMP with the actuarial findings based on utilization data including historic and projected medication and insurance expenditures for each program for the previous five fiscal years, the current year, and projections for the next five fiscal years. This information will also include the number of unique clients and a calculated average annual cost per unique client by fiscal year. c) Analysis of HIV Medications Program rebates of medications on a quarterly basis and may change frequency upon request. d) Provide THMP with the actuarial findings based on historic rebate data for the previous five fiscal years, the current year, and projections for the next five fiscal years. This information will also include the number of unique clients, medications by pharmaceutical labeler, rebate amount by each labeler and a calculated average annual rebate by labeler by year. e) Provide complete explanations of all calculations and provide all formulas to the System Agency. f) Brief HIV/STD staff at least quarterly on its projections and actuarial findings and when requested. g) Provide effective presentations on analysis performed as requested by System Agency. h) Perform special actuarial projects as needed and assigned by System Agency. i) Non Actuaries must work under the supervision of the Principle Actuary to perform actuarial work.
