Specifications include, but are not limited to: PROGRAM INFORMATION A. General Purpose and Program Goals – Scope of Work The Patient Protection and Affordable Care Act (Pub.L.111-148) amends section 510 of the Social Security Act (42 U.S.C. § 710) to provide two sections for state allotments for teen pregnancy prevention. Section 2954 establishes the restoration of funding for Abstinence Education. The Title V Abstinence Education funding is one intervention in a continuum of services that seeks to prevent teen pregnancy by enabling states to provide abstinence education as defined by Section 510(b)(2) of the Social Security Act (42 U.S.C. § 710(b)) or programs that provide mentoring, counseling, and/or adult supervision as a means of promoting abstinence from sexual activity. The goal of this RFP is to encourage the implementation of evidence-based interventions that will delay initiation of sexual activity as part of a continuum of services to decrease the teen pregnancy rate and prevention of sexually transmitted infections (STI) in youth ages fifteen (15) through nineteen (19). Project interventions will focus on grades 5 to 12 with attention to risk and protective factors that affect early initiation of sexual activity. Entities developing programs under this RFP should be targeting communities with increased risk factors for teen pregnancy. The use of evidence-based curricula to delay the initiation of sexual activity is an important piece of this RFP, and equally important are service learning and leadership training components that emphasize a more holistic approach to teen pregnancy prevention. DSHS reserves the right to modify the Statement of Work of the contract and to incorporate Special Provisions into contracts awarded under this RFP
