The Texas Regulatory Efficiency Office (“TREO”), established within the Office of the Governor by Senate Bill 14 (89-R), is tasked with increasing the effectiveness and accountability of state government by systematically identifying and reducing unnecessary or outdated regulations. TREO’s goal is to promote a regulatory environment that protects public health and safety, while simultaneously fostering economic growth, operational efficiency, and the comprehensibility of Texas regulations upon regulated communities. To help achieve that goal, the OOG seeks to utilize a consultant’s expertise and agentic artificial intelligence to assist TREO in its examination of every rule in the Texas Administration Code. Using a Respondent’s software and know-how, the OOG seeks to contract with a consultant who will provide specific recommendations to streamline rules, abolish restrictions, and lower costs to regulated communities, all while continuing to promote the safety of the public.
