Phase 1: Inventory and Assessment 1. Inventory: Conduct a comprehensive inventory of all County-owned land and buildings currently used for office space, public-facing services, and administrative support. This includes, but is not limited to, the County Courthouse, annexes, auditoriums, general office space, and other administrative facilities. This inventory will specifically exclude the Burnet County Jail, historical sites, raw land, radio tower sites and precinct barn locations. 2. Condition Assessment: Perform a detailed assessment of the current physical condition of each building, including structural integrity, mechanical, electrical, and plumbing (MEP) systems, life safety, ADA accessibility, and technology infrastructure. 3. Space Utilization Analysis: Evaluate the current use, capacity, and operational efficiency of each facility. This analysis shall include space allocation per department, adjacencies, dependencies and workflow. Phase 2: Public and Stakeholder Engagement 1. Stakeholder Interviews: Conduct interviews and work sessions with County elected officials, department heads, and key staff to identify current and future operational needs, space requirements, and strategic goals. 2. Public Input: Develop and execute a plan to gather input from the public regarding their needs, priorities, and perceptions of County facilities. This may include public meetings, workshops, and/or surveys. 3. Identify Legal Requirements – Conduct interviews with stakeholders to identify space needed based on statutory requirements such as victim services, community supervision, juvenile probation or any other elements. Phase 3: Analysis and Recommendations 1. Needs Analysis: Synthesize data from Phases 1 and 2 to forecast future space needs based on population growth, service demands, and staffing projections. 2. Develop Options: Identify and evaluate potential solutions to address identified needs, which may include renovation, reconfiguration, new construction, consolidation of services, or disposition of property. 3. Short-Term Recommendations (1-5 Years): Develop recommendations for immediate needs, including deferred maintenance, minor renovations, or re-allocation of space to improve efficiency. 4. Long-Term Recommendations (5-20+ Years): Develop a long-range strategic plan for the County's facility footprint.
