The consultant will be asked to complete the following tasks: 1) Review existing guidelines and training materials, identify gaps in guidelines and training materials specifically in plow operations. (Quote Item 1) 2) Make recommendations of best practices to be included in the guidelines regarding timing of plow operations and variations of plow operations to be considered. Consultant recommendations should also address specific concerns or issues unique to the types of facilities the NTTA operates such as three or more lanes of traffic with shoulders, ramps with varying site distance issues, lack of snow storage or long areas with limited snow storage due to concrete barriers. Other previously identified issues to be addressed are changes in direction of road slope and blocking drainage inlets. (Quote Item 2) 3) Provide updated training materials related to plow operations incorporating the best practices for operations on high-speed facilities like those operated by NTTA.
