These plans and the accompanying specifications are intended to produce a complete and working system. Items which are not specifically addressed by pay item are to be interpreted as subsidiary to the project overall. Payment as outlined in the proposal form must constitute complete payment for all permits, materials, labor, and other items required to complete the project as shown and specified.
