The City of Houston’s Housing and Community Development Department (HCD) is seeking applications from qualified nonprofit organizations and local government entities to operate the facility at 419 Emancipation Avenue for a period of three years. The project will be supported by approximately $30 million in funding from CDBG-Disaster Recovery 24 and additional local sources of funding. The facility will function as a 24-hour, seven-day-a-week, easy entry resource and stabilization center, offering trauma-informed, short-term housing and immediate access to services. It will serve as a safe entry point for individuals experiencing unsheltered homelessness, providing connections to appropriate interventions, rapid resolution strategies, and stabilization services to address complex needs. The primary outcome for all participants is a transition to permanent housing and to provide sustainable life skills.
