The Guadalupe-Blanco River Authority (“GBRA”) is soliciting a Request for Qualifications (“RFQ”) for engineering and surveying services from firms to develop a multi-species, basin-wide, habitat conservation plan that facilitates human use of the Guadalupe River, while supporting species use of the Guadalupe River and San Antonio Bay as high-quality habitat, ultimately resulting in the issuance of a federal Incidental Take Permit (ITP) under the Endangered Species Act (ESA).
