Specifications include, but are not limited to: The purpose of this solicitation is to select a Proposer to provide as needed Safety, Security, Training, and Related Services that meet the Federal Transit Administration (FTA), Transportation Security Administration (TSA) and Department of Homeland Security (DHS) requirements for the Memphis Area Transit Authority (MATA). The Proposer shall provide, on an as need basis, services for safety, security emergency management, training and consulting services. The Proposer shall have available the services of individuals knowledgeable in the following areas and be prepared to offer the following services as they relate to Safety and Security Services. 1. Management and upkeep of the Public Transportation Agency Safety Plan (PTASP). 2. Perform internal safety audits per the requirements specified by MATA. 3. Draft plans, protocols, and edit safety rules and procedures. 4. Assist MATA in responding to FTA and TDOT informational inquiries and other correspondence. 5. Accident/Incident investigation, reporting, and corrective action. 6. Perform construction safety inspections. 7. Perform Health and Safety Assessments 8. Research and/or monitor legislation that may impact MATA’s Safety Program. 9. Audit safety programs or various elements of a safety programs. 10. Review employee safety trainings programs and make recommendations. 11. Assist with implementing programs for compliance with new and revised regulations to include, training, procedure development and other assistance as needed. 12. Draft continuity of operation plans. 13. Provide OHA, PHA, TVA, safety and security certification services for any system modifications. 14. Provide safety and security grant writing support. The Proposer shall have available the services of individuals knowledgeable in the following areas and/or prepared to offer the following services: 1. Consultation, development and annual updates of the System Security Emergency Preparedness Plan (SSEPP). 2. Consultation, development and annual updates of the System Security Plan (SSP). 3. Assist MATA with the management and implementation of ongoing Threat and Vulnerability Assessments. The assessment must identify the wide range of realistic threats and vulnerabilities and recommend processes to prevent, mitigate and/or create and or revises a response plan. Also assist staff to identify and respond to potential threats. 4. Respond to FTA, TDOT, DHS and TSA information inquiries. 5. Perform internal security audits per the requirements of MATA’s security plans. 6. Review MATA’s Security and Emergency Preparedness Plan and make recommendations. 7. Write plans, protocols, and standard operating procedures. 8. Audit security programs or elements of programs. 9. Review employee security training programs and make recommendations. 10. Participate in development, drafting, and implementation of emergency response and management plans and procedures. 11. Create, conduct, and critique emergency preparedness exercises and drills. 12. Develop, draft, and implement emergency evacuation procedures. 13. Provide recommendations as to the creation, amending, or monitoring of policies, procedures, and security objectives. 14. Review facilities designs and make recommendations that reinforce sound security objectives
