Specifications include, but are not limited to: The K. R. Harrington Water Treatment Plant is served by two parallel utility substation transformers that were built in approximately 1974. Metro Water Services (MWS) is seeking an experienced and qualified electrical contractor to purchase and install two new utility transformers and perform all necessary work for a complete installation as shown in the electrical drawings and technical specifications documents attached to the solicitation. The K. R. Harrington Water Treatment Plant is served by two parallel 7.5/10.5 MVA utility substation transformers. Both are 69kV - 4.16Y/2.4kV and feed a main-tie-main switchgear. The transformers were built in approximately 1974. The transformers are to be replaced with new transformers as specified in Section 33 7313 Primary Substation Class Transformers. The transformers may be replaced in the Spring or Fall of 2021. A shutdown during the summer months of May, June, July, August and September is not acceptable. Replacement, commissioning, and testing of the transformers in the Spring may conclude no later than April 30, 2021. The contractor shall obtain written approval from MWS to finalize the transformer installation beyond April 30, 2021. Replacement, commissioning, and testing of the transformers in the Fall may start no earlier than October 1, 2021. This project encompasses new lightning arresters for high and low sides of the transformer, new conductors for transformer terminations, transformer monitoring with monitoring connection to the existing Plant Distributed Control System (DCS). The DCS shall communicate with the transformer monitoring system. The contractor shall provide the transformer monitoring system, fiber conversion panel at the transformer, fiber optic cable to the existing generator building DCS cabinet (DCU-3), and associated raceway. The interface at the existing DCS cabinet, hardware modifications, fiber optic terminations, and programming will be the responsibility of the Contractor. The existing control power transformer (CPT) for transformer #1 shall be replaced with a new 15kVA unit and reconnect to the existing manual transfer switch with new conductors. The existing transformer concrete pads and oil containment shall remain with no modifications. MWS owns the substation structures and equipment from the 69kV overhead line connection point to the remainder of the substation. Nashville Electric Service (NES) will assist with 69kVswitching. All 69kV conductors will be provided and installed by the contractor.
