Specifications include, but are not limited to: To generate a contract between the CONTRACTOR and Shelby County that will provide: o Health care services that comply with all applicable federal, state, local laws and regulations, and ACA and NCCHC health servicesstandards. o Health services staffed with an adequate number and complement of licensed, certified and/or professionally trained personnel. o Health services program delivered in a cost-effective manner with full reporting and accountability to Shelby County Administration. o An annual written health care plan with clear objectives, site-specific policies and procedures, and evaluation of compliance for the Jail, Jail East, JDS and Corrections facilities separately. o An open collaborative relationship with the Administrative staff of the SCHD, Shelby County Sheriff’s Office (SCSO), Corrections, JDS and ShelbyCounty. o Training and professional development initiatives for the contractor's staff, applicable inmates, and Security staff regarding health care. The programs should be on-going and incorporate new material as necessary to maintain awareness and procedures of current healthcare standards and policies. o Contractor-operated Quality Improvement and Infection Control programs with designated staff responsible for coordination and implementation at each facility. o Well documented records of health care delivery including the collection and analysis of health statistics, performance improvement, and quality management with appropriate monthly reporting. o A health services program that operates humanely with respect to the inmates’/detainees’ right to basic health care services. o Open communication and collaboration between the CONTRACTOR, the Office of Clinical Services and the SCSO/JDS to assess the mental health of detained youth and to assure and promote their safety and well-being.
