Specifications include, but are not limited to: MNPS is seeking proposals from experienced and qualified energy management consulting firms to develop and implement a behavior based energy management conservation program. 1. Implementation of a formalized energy conservation program. The proposal shall not include or depend on capital expenditures, mechanically retrofitted devices, or installation of computerized control systems. 2. The proposal must focus on behavioral changes by the school district’s staff and students rather than mechanical changes in the facilities. The behavioral changes desired should encourage a more conservative use of energy and potable water. 3. The offeror shall include personnel to act as project coordinators hereafter referred to as “energy educator/managers.” The energy educator/managers’ shall be employees of the Energy Conservation Consulting firm. Resumes of these persons should be provided in the proposal and may not be changed without prior approval by MNPS. 4. The offeror shall recommend a third‐party energy accounting software program to measure the results from the energy conservation program for the district to purchase or license during the time the offeror will provide services to the district. The third‐party software must be currently commercially available, must include a component to calculate cost avoidance, and the methodology used to determine cost avoidance must comply with the International Performance Measurement and Verification Protocol (IPMVP). 5. The proposal must provide that MNPS will manage the third‐party monitoring software and associated reporting with no cost to MNPS for licensing fees.
