Specifications include, but are not limited to: 4.2.1 Bank Statements: Knox County requests next day electronic delivery by 9:30 a.m. local time of all transactions recorded against the account for the previous business day. The proposer shall describe the content, timing and delivery of the daily bank statement, as well as the number of transaction history days available. 9 Knox County also requests that the proposer mail a statement of the account activity for each preceding calendar month, within ten (10) business days from calendar month-end. This statement should provide, at a minimum, beginning and ending ledger balances for the month, debit and credit transaction detail and a summary of account activity. The proposer shall also describe the level of detail presented for each transaction, and provide samples of statements. 4.2.2 Account Analysis Statements: The proposer shall describe in detail the account analysis statement to be delivered to Knox County. Specify the delivery schedule and period covered for each account analysis statement. Provide a sample of the proposed account analysis. The proposer shall consolidate all analysis into a single statement for all accounts and prepare separate analysis for separate accounts. Knox County requests electronic delivery by 9:30 a.m. local time of the Account Analysis when prepared in addition to a paper copy. 4.2.3 Accounts Structure A. General Operating Account – (Sweep Account) B. Compensating Balance Account – (Independent of operating account) C. Check Clearing Accounts (ZBA Controlled Disbursements) D. Regular Checking Accounts – Designated Accounts The General Operating Account is to consolidate all cash balances on a nightly basis. This account will contain all cash balances from the entire account structure less any balances needed to fund the Compensating Balance Account. The General Operating Account will automatically be invested into an overnight investment vehicle, such as public funds NOW account, or other approved investment option.
