Specifications include, but are not limited to: This RFP seeks proposals from experienced organizations interested in providing Workforce Innovation and Opportunity Act (WIOA) services to Adults, Dislocated Workers and Youth served by the Greater Memphis Local Workforce Development Area (hereinafter referred to as LWDA) through the Workforce Investment Network (herein referred to as WIN). These services will be delivered through a network of non-traditional sites outside of the six local American Job Centers currently being operated by a separately contracted provider. This network of alternative sites will run as a parallel Title 1 system and seek to significantly increase the local service footprint within the area and increase access and availability of WIOA services. Through this RFP, WIN intends on selecting one or more providers of Adult, Dislocated Worker, and Youth Services to design and operate a formalized network of community partner locations to serve as official American Job Center Access Sites or Specialized Centers. The selected Provider will be required to deliver the broad range of career, training and related services defined by this RFP in close coordination with partner agencies established and required by WIOA, as well as additional partners whose services and resources may benefit customers. The Adult, Dislocated Worker, and Youth Programs are defined by Title I of WIOA, which is why providers of Adult and Dislocated Worker Services are often called Title I providers. Title I of WIOA establishes the framework for providing career and training-related services to many job seekers and employers at the nation’s nearly 2,500 American Job Centers. The term “Title I provider” is used interchangeably throughout this RFP with “Adult, Dislocated Worker, and Youth provider.
