Specifications include, but are not limited to: The objective of this solicitation is to procure services to perform emergency repairs on water mains,water valves, and water service lines during peak outage periods. The project sites are located throughoutthe Metro Water Services (MWS) service area in and around Davidson County. Project sites and worktasks will be assigned by MWS as needed. The work includes the replacement, installation, repair, orabandonment of water mains, water valves, and water service lines to the main during emergency eventsunder a five (5) year contract funded annually. For emergency work, a maximum four (4) hour responsetime is required. This work is anticipated to occur during the fall and winter months from October toMarch. There is also a component of this contract to provide additional water tapping services for theDepartment during peak periods. The contractor will be responsible for the replacement, repair, or removalof the existing damaged water main, water valve, and/or water service lines. All existing backfill materialexcavated during the project that is not used during site restoration will be disposed by the contractor at anapproved location (disposal site). MWS will provide the materials and/or equipment needed to completeemergency work, including piping, fittings, meter boxes, and box frames and covers. All other materialrequired for a complete installation – including parts, equipment, labor, excavation, backfill, concrete,flowable fill, stone blocking (kickers or rodding if necessary), yard restoration, testing, disinfection, andall other appurtenances utilized during installation, will be provided by the contractor. The contractor shalltemporarily backfill disturbed areas with approved materials to maintain safe vehicle and/or pedestriantraffic until permanent restoration can be performed by others. * See the attached Water InfrastructureReplacement and Water Main Repair Specifications for additional details. The objective of this solicitationis to enter into an indefinite delivery/indefinite quantity (IDIQ) contract. It is Metro's intention to award tothe top two (2) scoring vendors within the competitive range. Distribution of Work In an effort tosupplement the MWS System Services repairs crews during water main breaks MWS would evaluate theworkload and determine how many emergency water main breaks would be deferred to the contractor.Metro will distribute work between the awarded contractors on a rotational basis. The highest evaluatedfirm will receive the first assignments of work and then will be rotated from that point on. If the contractoris unable to perform the requested work when requested by Metro, or supply the sufficient number ofrepair crews within the four (4) hour timeframe, Metro will move to the other contractor to perform thewater main repairs.
