Specifications include, but are not limited to: GIS Strategic and Business Plan – USGS Cooperative Agreement Program (CAP) 3 Grant. Work with the stakeholders and produce an updated GIS Strategic Plan with monies from a federal grant administered by DIS. Specifically, the Vendor will facilitate discussions with GIS stakeholders and produce an updated GIS Strategic Plan to reflect current business needs in Washington. From that Strategic Plan, the Vendor will then be responsible to develop a business plan that focuses on a minimum of one identified high level business need that will help guide and track results in Washington. The new strategic plan will build off our existing GIS Strategic plan and will follow the template provided by the National State Geographic Information Council (“NSGIC”). The Vendor must be skilled in collaborative stakeholder development, familiar with the technology involved, and experienced in project management methodologies. The ultimate goal of the project is broad consensus on an updated strategic plan and the development of a business plan that focuses on one or more identified stakeholder need(s) (e.g. establishment of a GIS program office or a specific framework data layer of interest) for the state of Washington.
