1) Provide revised Technical Specification
2) Provide revised Technical Plans
3) Provide Government answers to questions received from Industry.
4) Provide the physical site visit sign-in sheet.
5) Update FAR 52.252-3, Alterations in Solicitation.

PURPOSE: The U.S. Army Corps of Engineers (USACE), Nashville District (LRN), is issuing an Invitation for Bid (IFB) for a firm fixed-price (FFP) construction contract for the Blount Avenue Channel Modification, Mouse Creek in Cleveland, TN.
DISCLOSURE OF THE MAGNITUDE OF THE PROPOSED CONSTRUCTION CONTRACT:
Between $500,000 and $1,000,000
NAICS CODE AND SBA SIZE STANDARD: 237990, Other Heavy and Civil Engineering Constructions; $45,000,000
TYPE OF SET-ASIDE: 100% Small Business
DELIVERY DATE: 273 Calendar Days
DESCRIPTION: The Blount Ave. Channel Modification Project consists of a channel modification approximately 1,300 linear feet in length along the left bank to allow for more conveyance through South Mouse Creek and therefore reduce flood elevations. This includes but may not be limited to, channel excavation, hauling, grading, stripping, hydroseeding, planting, clearing and grubbing, and riprap placement around existing sewer manhole. The channel bench cut ranges from Oto 60 feet wide. The bench is raised approximately 1.5 feet above on the stream bed and normal stream flows. The design of the channel modification is a bench that is cut into the overbank with 2H:1 V side slope.
Specifications and Drawings: Specifications and Drawings will be provided as a separate files and will be available on https://sam.gov. See the complete drawings and specification package located at https://sam.gov. The Specifications and Drawings are part of the solicitation/contract and shall
be considered in the respect (see Defense Federal Regulation Supplement (DFARS) 252.236-7001, Contract Drawings and Specifications).
Pre-Bid Site Visit: The pre-bid visit has been scheduled for Monday, 28 July 2025 at 12:00 - 1:00 PM Eastern Time (ET) at Blount Ave. (See attachment 3)
There will only be one site visit. Offerors should inspect the job site prior to submitting an offer. Offerors should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representation concerning conditions made by any of it officers, agents or employees, unless included in the solicitation, the specifications or related documents.
Offerors are urged and encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance {FAR52.237-1, Site Visit).
** All participants are required to have personal protective equipment, i.e. hard hat, safety glasses, reflective vests, and steel-toed shoes before entering the project site. Attendees who do not have these items present at the site visit may not be able to participate in the visit. Each individual attendee must register by verifying their name and company information via email to
Kenyanna.L.Jennings@usace.army.mil. This will be the only Site Visit for this project. If you miss the scheduled event, no alternative arrangements will be made due to personnel and time constraints.
SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders are required to be registered in the System for Award Management (SAM) database (https://sam.gov) and Procurement Integrated Enterprise Environment (PIEE) at the time a bid is submitted in order to comply with the annual representations and certifications requirements. Registration for PIEE is required as this is the only place bids shall be submitted.
