Specifications include, but are not limited to: . The Contractor shall provide unarmed, uniformed security services to the State, its employees, Facility (set out in Attachment B) and parking areas at the location, posts, seven (7) days a week and twenty-four (24) hours per day, including weekends and holidays. Services at the Facility shall include: a. Communicating with Facility team members as well as Contractor’s security guard coming off shift, to check-in for shifts and receive any information needed to assist their shift. b. Awareness of the Facility’s fire and life safety features and assist Facility personnel as necessary in the event of an evacuation and/or utilization of life saving mechanisms. c. Surveillance of ingress and egress of Welcome Center Guests, vendors and employees throughout Facility, grounds and parking areas. d. Greeting Facility guests while performing Rounds. Contractor is not required to answer any questions from Guests and may direct them to State personnel unless the security guard is capable of doing so. Rounds shall include Checkpoints throughout the Facility, parking lot, and grounds, to be specified in the Post Orders. e. During Rounds, if any area or interaction is observed that could adversely affect the safety of the persons present at Facility, e.g. fire, hazards, man-made or otherwise created, or criminal behavior security guard shall immediately report the information as follows and subsequently create an Incident Report: 1. If non-emergent, e.g. trip and fall without major physical injury, non-life threatening, circumstances shall be reported to the Facility Manager, if unavailable then to the Regional Manager, if unavailable, to the Assistant Commissioner. 2. Emergency circumstances shall be reported immediately to the hierarchy described above; however, if the emergency is life-threatening, then emergency services shall be contacted immediately, e.g. local law enforcement prior to notifying those in the State’s chain of command. f. Maintaining a daily log of activities through Geofencing or related electronic systems and creating an electronic record of any incident/accident that transpires on Facility property, e.g. Guest slip and fall; and, allow security guards to collaborate with State personnel to create necessary records. Day-to-day reports shall be electronically furnished by the end of a security guard’s shift to the on-site welcome center manager. Reports that address a death on the property or circumstances addressed in Section A.3.e.2 shall also be electronically provided to the Assistant Commissioner. Security Guards shall not provide any internal reports to Guests or vendors. g. During security guard’s lunch or meal break, the security guard shall: 1. Remain at the Facility and ready and available to render services, if needed. In the time of emergency (e.g. natural disaster, prolonged severe weather, etc.) and with the prior approval of the Assistant Commissioner or designee, the provision may be waived or the period during the emergency or a reasonable time thereafter. 2. Security guard lunch or meal breaks shall not be taken in an area visible to guests, appearing to be on duty but not working. Further, Security guards shall not smoke or vape near Guests, near Facility entrances/exits or while on rounds. h. Security guards are expected to be accountable/responsible and meet unexpected situations in a professional manner. i. Security guards shall communicate with guests, State’s employees and vendors in a polite and respectful manner. Security guards shall assist State’s employees in resolving any issues and obtain instructions and answers to questions, when necessary. j. Attend and participate in meetings as requested by State, during shift hours
