The Department of Energy (DOE) Office of Science (SC) requires a single contractor to provide security support services for the Office of Safety and Security (OSS), the SC Consolidated Service Center (CSC), and the Oak Ridge Office of Environmental Management (OREM). The work location is in Oak Ridge, Tennessee. The mission of the support service contractor is to provide an array of site-wide security support functions that support Safeguards and Security (S&S) responsibilities in a secure environment protecting critical national security assets.
S&S support services must be both effective and efficient. An effective system is robust, resilient, adaptive, and consistent with the changing mission needs. An effective system also must support multiple S&S programs with responsibilities for the protection of multiple facilities and sites with operations ranging from supporting open collaborative science research to protection of classified matter and Category I- IV Special Nuclear Material (SNM). An efficient system operates at reasonable cost and imposes minimal burdens on the organizations carrying out primary missions at the facilities. Therefore, the objectives of this contract are to provide skilled and trained personnel to perform an array of support services to assist the OSS in the execution of the S&S mission.
The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690.

This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The Government is under no obligation to award a contract as a result of this announcement.
Interested organizations with the potential capability to perform these contract services are requested to provide the following information:
- Organization Name
- Address including email address

- Telephone number
- Size and type of organization including any small business status
- Tailored capability statements addressing the requirements in Attachment 2 including supporting documentation
- Description of significant subcontracting or teaming arrangements
- Summary of the organization’s administrative and management structure
The government will assess responses to ascertain an organizations capability to:
- Provide services consistent in scope and scale with those described in Attachment 2 of this notice;
- Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and
- Implement a successful project management plan that includes compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation

Submission Instructions: Interested parties are invited to submit a capabilities statement to this Sources Sought Notice by January 07, 2026 4:00pm ET.
