Specifications include, but are not limited to: Security and Security Technology Consultation The contractor shall be responsible for security planning consultation, support, and related services. The contractor shall provide master planning and security system design services (as part of master agreements for various Metro facilities and critical locations) and project management/implementation oversight ensuring consistency with city-wide security systems, protocols, and standards. Metro may request any type of security consulting services and deliverables of a nature consistent with the contract scope of service and payment rates. Risk Assessment - The independent and objective security evaluation identifying threats and vulnerabilities and providing critical information needed to make effective risk management decisions and protect assets. These assessments will involve the development and implementation of specific methodologies for the subject buildings and environments (as opposed to following standard, cookie cutter processes to address the mitigation of risk). Risk assessments will include: Critical asset identification Threat and vulnerability evaluation Risk mitigation strategies Policies, processes, and procedures development Phased, scalable, security technology solutions Security Master Plans - For an effective security program combining policy and procedures, personnel, technology, and physical security. A security master plan will outline requirements, how they relate to each other, and how they are implemented to achieve the goal. A plan will address: Risk assessment overview and justification for the plan; goals and objectives Security deployment strategy Operational policies and procedures Security personnel recommendations, supervision, and training Visitor management and access control Intrusion detection, surveillance, and lighting Security command center Emergency preparedness Crisis response Security System Design - Specification of site security systems such as Video Surveillance, Electronic Access Control, Intrusion Detection Systems, and other types of security technologies. Comprehensive design specifications shall include: Scope of work description Construction Specifications Institute (CSI) Master Format, Division 28 Specifications Contractor qualifications Material and equipment descriptions Implementation plan and schedule Installation-testing and commissioning requirements Complete security drawing and design documents in AutoCAD and Revit formats using floor plans with device locations, legends, riser diagrams, and all other relevant details.
