Specifications include, but are not limited to: The successful Proposer shall: 1. Take general direction from, and work directly with, the Nashville MTA Security Manager or designee on a daily basis. 2. Maintain all applicable licenses, permits, and authorizations required to provide contract security services in the State of Tennessee. 3. Limit the risks of hazards to the personal safety and property of customers, employees, visitors, vehicles, or system property. 4. Increase or decrease the number of scheduled security hours required to provide the appropriate and necessary security as directed by Nashville MTA Security Manager or designee. 5. Take appropriate action on any threat to customers, employees, visitors, vehicles, or property. 6. Provide an Account Manager exclusively for Nashville MTA, to be located on Nashville MTA premises on a full time basis, and be considered primary point of contact. 7. Negotiate and maintain a timely return call standard to the Nashville MTA Security Manager or designee. 8. Maintain proof in its local office of compliance with all applicable State of Tennessee and Federal requirements for pre-employment testing and clearances including but not limited to, drug, alcohol, and sex offender registry screening, right to work in the United States, physical fitness for duty, and criminal background checks. 9. Furnish properly trained and licensed armed and unarmed security officers in compliance with the State of Tennessee Department of Commerce and Insurance Private Protective Services Law and Administration Rules. 10. Assure that all armed security officers are commissioned off duty Metropolitan Nashville Police Department officers or retired officers who separated employment from Metropolitan Nashville Police Department in good standing. 11. Assure that all unarmed security officers are off duty or retired Metropolitan Nashville Police Department Officers, or licensed security officers meeting Tennessee Department of Commerce and Insurance requirements, with five years of security officer experience. 12. Provide Technical Security Officers for surveillance camera administration and maintenance. 13. Assure initial and ongoing training of employed security officers, in compliance with local, state, and federal laws and regulations, including Nashville MTA site specific training. 14. Have sole responsibility for the supervision of its employees who perform services on behalf of Nashville MTA. 15. Pay all salaries and expenses, and all Federal and State employment taxes and comply with all local, State of Tennessee, and Federal laws pertaining to the administration of wages, benefits, and other terms and conditions of employment. 16. Enforce and maintain compliance with all prevailing local, state, and federal laws and statutes Nashville MTA Employee Handbook, Customer Code of Conduct policy, and other applicable rules, regulations, guidelines, policies, and procedures. 17. Make recommendations to eliminate existing hazards, and to improve the level of protection available at the properties. 18. Be responsible for prevention of losses due to theft, pilferage, or vandalism. 19. Prevent unauthorized entry onto property or into restricted area within the property. 20. Provide security as requested by the MTA Security Manager or designated representative. 21. Assure that each security officer complete and submit the Daily Report at the end of each shift in the approved format. 22. Develop Officer-Post General Orders outlining on duty security officer responsibilities as well as sitespecific Standard Operating Procedures and provide relevant training. 23. Perform a weekly review of reports and security operations and present critical findings to the Nashville MTA Security Manager. 24. Permit off duty or retired Metro officers to wear Metropolitan Nashville Police department uniforms. 25. Provide a minimum of five (5) or more seasonal uniforms for non-Metropolitan Nashville Police Department personnel, and weather-appropriate protective clothing matching the Metropolitan Nashville Police Department uniforms with the security companys patch identified and appropriate security insignia as specified by state law. 26. Assure each employee has a badge indicating his/her status as a security or law enforcement officer. 27. Provide management, scheduling, and supervision for all employees, and shall be solely responsible for administering disciplinary action of its employees not in compliance with Nashville MTA rules and regulations or other policies mutually agreed too. 28. Invoice Nashville MTA weekly for time worked by security officers, including at a minimum employee classification, hour type, number of hours, rate, total charge, and signed employee time sheets for the invoice period. 29. Within sixty days of contract execution provide Nashville MTA with an acceptable Protective Services Transition Plan to assure continuity of service. 30. Provide other related services, surety, and documentation as required.
