Specifications include, but are not limited to: East Tennessee State University (ETSU) issues this RFQ to Designers interested in providing full design services including architectural, engineering, and consulting services for the program validation, design, contract documents, and construction administration for the project. ETSU intends to enter into an agreement with a Designer that will deliver design services enabling construction of a facility having the highest possible quality within the available funding and the required schedule. Qualifications Statements in response to this RFQ shall be submitted in accordance with the requirements provided herein. ETSU plans to design and construct a new Integrated Health Services Building on the Innovation Park Campus near the Clinical Education Building and the renovation of the Johnson City Family Practice Building, the existing Student Health Clinic space in Nicks Hall and the dental hygiene area in Lamb Hall for other academic functions. The new building will provide space for the College of Medicine and Clinical and Rehabilitative Health Sciences (CRHS). The renovation of the Johnson City Family Practice building will include space for Student Health Services while the renovated space in the Nicks and Lamb Halls will be to meet academic needs of the College of Nursing and CRHS. The new and renovated spaces will include clinical training spaces that serve both patients and students. The designer will be required to provide a range of design services including medical, AV/IT, Dental Hygiene, classrooms design, interior design and landscape architecture. The objective of this project is to construct a new approximately 60,000 sf Integrated Health Sciences Building as well as renovate portions of two academic buildings (Lamb and Nicks Hall) and one existing clinical education building (Johnson City Family Practice). This work will allow the university to provide flexible, community centric, and state of the art instructional space for multidisciplinary programs in Social Work, Family Medicine, Addiction Medicine, Diabetes Management, Physical and Sports Medicine, and Dental Hygiene. The new facility program will integrate classrooms, instructional clinical spaces, offices, and collaboration areas for interdisciplinary learning and community outreach. The renovations will provide instructional classrooms and clinical space for the College of Nursing and Clinical and Rehabilitative Health Sciences which are identified as priorities in the Academic Space Master Plan. The renovation of the remaining section of Lamb Hall that was not addressed in the Lamb Hall Renovation SBC# 166/005-09- 2017 will address the space deficiencies for the Dental Hygiene clinic.
