Specifications include, but are not limited to: The University of Tennessee is seeking security guard services for the UT Space Institute in Tullahoma, Tennessee. The armed guard service will be provided for overnight, weekends, holidays and days of administrative closing throughout the year. This service should also include an “as requested basis” for any special events.; Security guards shall carry a firearm in a dual retention firearms holster, or approved equivalent, worn at hip height on campus. The firearm shall be approved by the State of Tennessee Department of Commerce and Insurance for armed guards.; Security guards may also have available in their patrol car a less-lethal means of defense such as pepper spray or a baton, if properly trained and licensed by the State of Tennessee to carry and use such devices.; The primary resource for emergencies will be the Franklin County Sheriff’s Department, Winchester, Tennessee.; Security guards shall be dressed neatly and appropriately, including a company issued or approved uniform and badge identifying the guard as a security officer. While on campus, guards are to have their name and the security company’s name either worn as a name tag or embroidered on the uniform shirt.; The security company and each guard assigned to patrol the UTSI campus must be currently licensed by the State of Tennessee, and must retain current licenses for the duration of the contract.; Security guards are expected to be alert at all times and to provide various services outlined in this SOP. Successful bidder may assign guards for shifts of up to 12 hours but, no one guard may work more than 12 hours continuously without at least an eight (8) hour break between shifts.; The security guard on duty may challenge anyone on the UTSI campus and have that person identify themselves to the security guard’s satisfaction. Types of acceptable identification are: Driver’s license; UTSI identification card; U.S. Military ID; U.S. or foreign passport; If the security guard is not satisfied with the identification provided, before acting call the “Primary” contact listed in enclosure (4). The security guard is to exercise discretion in an emergency situation.; Security Company is to furnish a patrol vehicle and it will be their sole responsibility to maintain vehicle. Gas, oil, other maintenance supplies and insurance for the vehicle will be provided by vendor. Vehicle must be the property of the vendor, equipped with a flashing light, two-way radio licensed with the Franklin County Sheriff’s Department, a well-stocked first-aid kit, and must be easily recognized as a patrol car including easily observed signs and logos on each side of the vehicle identifying it as the property of the security company. The patrol vehicle must be “street legal” and licensed for operation on public streets. The cost of the patrol vehicle is to be included in the base hourly labor rate for guard service. Vehicle must not be taken for service or refueling during duty hours.; Security company is to be located within a 45-minute travel time from the UTSI campus and is responsible for maintaining a 24 hour per day, 7 day per week, and year-round telephone contract number answered by an employee of security company or by an answering service. An “answering machine” or “voice mailbox” is not acceptable for this requirement. The telephone number must be “toll free”.; Make sure any phone used to contact UTSI staff shows either the company name, an individual name associated with the company or the company phone number. “No Caller ID” is unacceptable as many have spam calls blocked and this is considered a spam call.; The security guard posted at the UTSI campus will maintain on their person at all times a cell phone provided by UTSI with a dedicated number that will be made public so that UTSI faculty, staff, students and guests can contact the guard while on duty. If the guard on duty needs to contact anyone on the contact list please use this phone to do so.; A security system has been installed which uses closed circuit cameras and electronic door access devices. Guards will need to become familiar with the system and monitor screens located at the security desk in the lobby of the Main Academic Building.
