THDA seeks proposals from qualified respondents who can provide: • Rental Housing Locator – Provide an existing software as a service (SaaS) rental housing locator, including ongoing service and maintenance. The rental housing locator service should use the most current web interfaces and technology and be fully operational with both desktop operating systems (including Windows and Macintosh) and mobile operating systems (including Android OS and iPhone OS / iOS). This would serve as the primary tool for staff, community partners, and the public to locate up-to-date housing through all zip codes in Tennessee's 95 counties. • Presidential Disaster Assistance - Ability for the respondent to provide emergency rental housing locator support efforts in the event of a Presidentially declared disaster or similar event affecting any part of Tennessee. The system should be able to locate available units across counties statewide for displaced Tennesseans. The respondent should also be able to perform outreach to locate additional units. • User and Landlord Support Services – Respondent-managed support service to assist users including THDA staff, clients, and case managers with navigating the platform to locate housing and provide outreach and technical assistance to landlords and property owners to help create accounts as well as upload listing and property availability. • Rent Reasonableness Module - An integrated tool to perform rent reasonableness compliance to compare a subject unit with three (3) comparable unassisted units in the service area, focusing on units within thirty-five (35) miles with the ability to expand the search to the next closest similar service area. All comparable units should be available in the state of Tennessee. • Data access and reporting - Provide THDA with full ownership and control over its data including the ability to query data with customizable filters and the ability to access and export all raw data acquired and generated by the platform (housing data, user, listing, landlord data) upon request.
