The U.S. Department of Energy (DOE), Consolidated Service Center – Oak Ridge (CSC-OR), is conducting market research to identify qualified sources capable of providing comprehensive support services for security and fire alarm systems. This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
The DOE CSC-OR Security and Emergency Management Team is responsible for security and fire alarm systems throughout the Federal Building complex and other DOE-managed locations in the Oak Ridge valley. These systems include, but are not limited to, security alarms, access control systems, closed-circuit television (CCTV), and fire alarm systems.
DOE requires contractor support to ensure the operational integrity, preventative maintenance, troubleshooting, and enhancement of these systems, with an emphasis on rapid response, lifecycle planning, and DOE Order compliance.
Description of Requirements
The prospective contractor shall provide skilled personnel with extensive commercial and technical knowledge of security and fire alarm systems, including keyless access and CCTV. The primary requirements include:
- System planning, acquisition, installation, and removal
- Routine and emergency maintenance with rapid response (8-24 hours)
- Preventive maintenance program development and execution
- Lifecycle budgeting and upgrade forecasting
- Facility system certifications and training (e.g., Hirsch, Honeywell, Siemens)
- Support for secure facilities across Oak Ridge, including OROC, OST, OSTI, and repeater sites
- Coordination of security system testing and performance assessments
- Service agreement management (e.g., JCI for fire protection)
- Does your firm have experience supporting DOE or other federal agency security/fire systems?
- What certifications or OEM training do your technicians hold (e.g., Hirsch, Honeywell, Siemens)?
- Can your firm respond to service calls in Oak Ridge, TN, within 8–24 hours?
- Are you currently 8(a), SDVOSB, HUBZone, or Woman-Owned certified?
- What recommendations do you have for improving lifecycle support for these systems?
Requested Response Format
Interested parties are invited to submit a Capabilities Statement (no more than 10 pages) that includes the following:
- Company name, DUNS/UEI number, address, and point of contact
- Applicable NAICS and small business status (8(a), SDVOSB, etc.)
- Relevant experience with similar security and fire alarm systems
- Current certifications or training held by staff
- Contract vehicles available (e.g., GSA, 8(a) direct award, etc.)
- Technical approach overview
