Specifications include, but are not limited to: 1. Demonstration of innovation in previous project experience of similar nature and complexity; especially for MPOs that are similar in size and type to the Memphis MPO. Proposer has sufficient, competent, and skilled staff to perform the services required and respond to MPO requests in a timely fashion. 2. Proposer presents evidence of experience in relevant, successful, and innovative community outreach and stakeholder engagement strategies. Proposer has demonstrated through past experience an ability to effectively work in multijurisdictional situations. Proposer is able to attend MPO board and committee meetings as requested by MPO staff. 3. The proposer demonstrates experience in collecting and analyzing bicycle and pedestrian related data. The proposer shows a knowledge and experience of incorporating shared mobility issues such as bike and scooter share and emerging technologies that impact bicyclists and pedestrians into planning efforts. 4. The proposal document reflects principles of clear communication, readability, and appealing graphic design and layout.
