A.1. The Contractor shall provide all goods or services and deliverables as required, described, and detailed below and shall meet all service and delivery timelines as specified by this Contract. A.2. Definitions. For purposes of this Contract, definitions shall be as follows and as set forth in the Contract: a. Exact Match Record – An individual record where the social security number, last name, first name and date of birth data elements are exactly the same in the data file supplied by the State to the Contractor and in the data found in the Contractor’s Database. It also includes an individual record that required Verification Services to verify the accuracy of any non-matching data elements in order to meet the confidence level for an exact match as approved by the State. This type of record qualifies for the highest confidence level of a death match supplied by the Contractor as agreed to by the Contractor and State. b. Inactive – An individual, who is not retired, that is no longer working for a TCRS covered employer. c. Inactive File – The State file composed of individuals not currently receiving a monthly retirement benefit from TCRS. d. Probable Match Record – An individual record in which some but not all of the data elements supplied by the State to the Contractor match the data found in the Contractor’s Database. This type of record will have varying confidence levels of a death match depending upon the number of data elements that match exactly, the number of data elements with a probable match, the number of data elements that are non-matching, and the ability of the Contractor to verify the accuracy of the probable and non-matching data elements. e. Recipient – An individual receiving a monthly retirement benefit from the TCRS. f. Recipient File – The State file composed of individuals receiving a monthly retirement benefit from TCRS. g. Verification Services – The services provided by the Contractor to research and verify whether data elements that are not an exact match are able to be verified as a match to increase the confidence level of a Recipient death match and the Inactive death match. The scope of these services shall be as described in the Contractor’s Proposal.
