Specifications include, but are not limited to: Pay-by-Cell Phone Parking Pilot Study. Scope of work under this contract is for a pay-by-cell phone parking pilot project. Montgomery County, Maryland’s Department of Transportation, Division of Parking is seeking proposals from qualified firms to conduct a pilot study that will test the viability of pay-by-cell phone parking technology. The purpose of this pilot study is to examine the feasibility, cost, practicality, patron participation, and overall desirability of pay-by-cell phone parking technology in surface-lots, garages and on-street locations. If the pilot project is successful a formal solicitation would be issued competitively at a later date. The County intends to contract with a qualified vendor to test the viability of pay-by-cell phone parking technology in a test area consisting of 1253 individual parking meters on Bethesda Avenue, Elm Street, Woodmont Avenue, Lot 31 and Garage 57 in downtown Bethesda, Maryland
