Specifications include, but are not limited to: AVTA is requesting proposals from qualified firms to develop and implement a comprehensive mobility management program. The winning proposal will provide a roadmap for establishing a coordinated transportation system that provides accessible and affordable transportation to persons with disabilities, seniors, and low-income residents throughout the service area. The program will also identify resources and transit partners, break down anticipated costs for each component, and present a timeline for implementation based upon current conditions. Proposers shall submit proposals for the development and implementation of a coordinated mobility program for senior citizens, disabled and mobility impaired residents, and low-income residents of the Antelope Valley. The JARC/New Freedom grant application narrative (Attachment H) is attached for reference, however, proposals should reflect the requirements contained within this RFP. Also included is the September 2007 Coordinated Plan for Los Angeles County (Attachment I). It is strongly recommended that all proposers review this document as this is the action plan and guiding document for all municipal operators in Los Angeles County
