Project: Lithium Processing Facility Underground Utilities at the Y-12 National Security Complex, Oak Ridge, Tennessee
Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for installation of underground utilities at the Lithium Processing Facility (LPF). Interested parties are encouraged to reply to this expression of interest if you can provide one or more of the services listed below.
Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) facility that is managed and operated by CNS.
General Scope Description for Lithium Processing Facility: The site is located along the main road into Y-12 (Bear Creek Road) just west of the main entrance portal in the north-northeast portion of Y-12. LPF is bounded to the north by Bear Creek Road, to the west by the North Portal Road, to the south by First Street, and to the east by the Elza switchyard (EU-3). The site footprint is approximately 22 acres.
The subcontractor shall perform all procurement, excluding Company-Furnished Equipment (CFE), and construction execution activities required to install underground utilities for the LPF. Building construction is excluded from this scope and will be performed by a follow-on contractor.
A. This scope includes the supply of:
- Required labor
- Supervision
- Management of lower-tier subcontractors
- Quality control
- Equipment
- Tools
- Consumables, including safety supplies
- Maintenance and storage of all material including CFE
- Inspection
- Construction testing
- Certifications (where applicable)
B. Utilities
- Electrical
- Manholes – Installation of Company-furnished electrical manholes. Manholes to be supplied by Company with cable supports, ladders, pulling iron, drain opening, grounding opening and covers/frames. Seller shall supply and install drain pit, geotextile fabric, handrails, anchors, grounding and all other miscellaneous items.
- Duct Bank – supply and installation of new electrical duct bank; includes supply and installation of rebar, conduit, concrete and miscellaneous items.
- High Mast and Pole Lights – Drill and install foundations including conduit, grounding, and anchor bolts. Extend conduit above pole bases and outside foundation as required. Install a removable conduit plug at the end of the conduit. Cable, poles, lighting fixtures and foundation cap (grout) will be installed in the future by others.
- Vista Switchgear Concrete pads including rebar, conduit stub ups and ground wire.
- Grounding – Installation of all Company-furnished ground cable, ground rods, grounding bars, terminations and all accessories.
- Sanitary Sewer System – installation of Company-furnished sanitary sewer manholes and piping from Y-12 interface location to manhole adjacent to building
- Fire and Potable Water
- Supply and installation of all HDPE water lines including in-line valves, blinds, transitions to ductile iron and installation of Company-furnished ductile iron piping.
- Supply and installation of 5 each permanent Fire Hydrant Assemblies on the South and West areas of the Jobsite, including gate valves, reducers, and miscellaneous items. In addition, Seller shall supply and install a temporary fire hydrant on the North side of the East Electrical Building to accommodate Fire Protection during Construction. The temporary fire hydrant will remain in place at the end of this Agreement for follow on work.
- Supply and installation of all Post Indicator Valves and miscellaneous items.
- After all required Field Testing is complete, energize water piping to provide for hydrant usage.
- Communication
- Gas
- Storm Drain – Installation of Company-furnished storm drain precast manholes and piping sections.
- Roof/manhole drains – Terminate roof drains at the catch basins adjacent to facilities. Roof drain pipe between facilities and clean outs adjacent to the facilities will be future installation by others.
- Steam Pit
- Monitoring Wells
C. Excavation/Backfill
- Utility excavation, bedding and backfill; includes trench slope, shoring protection, hauling, placement and compaction of suitable material at the West Borrow Area via the Haul Road. Soils not meeting the criteria shall be hauled to the Oak Ridge Reservation (ORR) Landfill according to the Company-provided waste management plan (WMP).
- Build site up to final grade outside of the LPF footprint.
D. Concrete – furnish and delivery of ready-mixed concrete
- Provide CLSM interface and concrete encasements at utility crossings as required by the drawings and specifications.
- Thrust blocks and concrete utility supports.
The LPF Underground Utilities subcontract will be a fixed price subcontract with lump sum and fixed unit rate pay items with multiple schedule milestone incentives. The LPF Underground Utilities scope of work will be awarded using the tradeoff approach for evaluation.
