Tennessee Housing Development Agency (THDA) is seeking proposals from qualified respondents that can provide a comprehensive Human Resources Information System (HRIS) to streamline and optimize human resources management within the organization. The goal of the HRIS is to serve as a centralized platform for managing applicant tracking, onboarding, personnel files, performance management, job descriptions, workflow tracking, policy management, and compliance reporting. The system must enhance operational efficiency, improve data accuracy, facilitate real-time reporting, and support HR processes in a user-friendly manner. The system must also incorporate enhanced functionality and adhere to all THDA security requirements as described in the pro forma contract. The system must comply with all standards presented by the Americans with Disabilities Act (ADA) guidelines concerning web and mobile accessibility and must remain compliant for the duration of any contract resulting from this RFP. Specifically, the vendor must ensure that the new system meets the minimum ADA Requirements for Web Accessibility Title II including, but not limited to, the updated WCAG 2.1 Level AA requirements referenced in 28 CFR 35.200- Web and Mobile Accessibility and Appendix D to Part 35—Guidance to Revisions to ADA Title II Regulation on Accessibility of Web Information and Services of State and Local Government Entities. The vendor must host and provide ongoing technical assistance of the system. Upon completion of implementation, THDA shall receive training on the system’s functionality for key stakeholders that includes demonstration and reference materials. Additional features and functionality requirements of the new system are outlined in the requirements section of this RFP and the pro forma contract.
