Specifications include, but are not limited to: The State intends to secure a contract for Professional Consulting Services to assist with updating the Tennessee Hazard Mitigation plan to meet the Disaster Mitigation Act of 2000 (DMA2K) three year update requirements. The Contractor shall provide all service and deliverables as required, described, and detailed herein and shall meet all service and delivery timelines as specified by this Contract. A.2. The Contractor shall provide Professional Consulting Services to develop, coordinate and produce an updated Hazard Mitigation Plan in compliance with the Code of Federal Regulation (CFR) 201.4 and the Federal Emergency Management Agency (FEMA) Standard State Mitigation Plan Crosswalk requirements no later than August 1, 2013. a. In addition to meeting FEMAs Standard State Mitigation Plan Crosswalk the contractor shall update, create new sections and edit the Plans Hazard, Vulnerability, and Risk Analysis for all considered hazards and include (but not limiting to) the following: (1) A categorical statewide map and chart that demonstrates current population levels by county (2) A categorical statewide map and chart that demonstrates population changes by county using census data from 2000 through 2012 (3) A categorical statewide map and chart that demonstrates repetitive loss flood structures per county by the number of losses per structure.
