Project Scope The ideal firm will demonstrate fluency in parks and recreation planning, particularly in compliance-related projects involving LWCF or similar grant programs. The consultant should be prepared to collaborate closely with City staff, the Parks and Recreation Advisory Board, and, when necessary, TDEC representatives. This scope is designed not only to resolve a long-standing federal compliance issue, but to create park concepts that are rooted in the community’s identity and aspirations. The work must reflect the goals and values expressed in the Red Bank Parks and Recreation Master Plan, which serves as the guiding document for all programmatic and capital improvements in the City’s park system. The consultant will be expected to lead a public engagement process that aligns with the City’s Parks & Recreation Community Engagement SOP and reflects the diversity of the Red Bank community. Engagement should include outreach to both formal organizations (e.g., White Oak Bicycle Coop, Active Older Adults, Rotary Club) and underrepresented groups whose voices may not always be heard in traditional planning settings. The City expects an engagement approach that is intentional, accessible, and demographically representative. The process should include: In-person and digital methods Outreach tailored to various age groups and income levels Opportunities for both broad input and site-specific feedback Bilingual materials and culturally inclusive approaches, as appropriate By the end of the project, the consultant should provide the City with the site-level concepts and supporting deliverables necessary to complete the LWCF conversion approval process, while also creating park visions that reflect the values, needs, and character of the Red Bank community.
