A. Population and Socioeconomic Trends/Forecasts. The Consultant shall make projections of key population and economic trends which may impact future development patterns and land uses in the study area based on a 20-year planning period. B. Infrastructure Capabilities The Consultant shall inventory and evaluate current transportation and utility elements and their capability to handle future growth. C. Land Use and Zoning Patterns The Consultant shall inventory existing land use patterns, identify areas or sites of historical or cultural significance, existing zoning patterns, and any other land use or zoning features which may impact the formulation of the plan. D. Natural Environment The Consultant shall assess the impact of existing environmental characteristics on the development of the plan, including soils, steep slopes, wetlands, drainageways, flood prone areas, and other natural areas. E. Draft Plan The Consultant shall prepare an analysis of key environmental, infrastructure, and planning issues and develop a draft Comprehensive Plan which shall include the following, at minimum: ● Introduction ● Inventory and Analysis of Key Issues ● Statement of Goals and Objectives ● Future Land Use Plan ● Utility Infrastructure Plan ● Public Safety Plan ● Implementation Strategies
