Specifications include, but are not limited to: Pursuant to the Fair and Open Process described under N.J.S.A. 19:44A-1, et seq., the City seeks Requests for Qualifications (“RFQ”) for individual or firms to provide professional services as an Affordable Housing Consultant. The successful candidate will provide the City with services related but not necessarily limited to:. 1. Developing an affordable housing program including:. 2. Preparation of the City’s Petition to the Council on Affordable Housing for Substantive Certification of its Fair Share Plan. 3. Implementation of the City’s Fair Share Plan. 4. Preparation of Grant Applications to obtain Government and/or Private Funding for affordable housing (excludes the Community Block Grant Program);. 5. Provide guidance and establish guidelines for City administered rental and rehabilitation programs.
